Parking in Liverpool

What a parking ticket costs in Liverpool, what it costs to park, who enforces it and how to challenge one.

Liverpool City CouncilMerseysideEngland

Liverpool is unusual in not telling you which parking app to use. It runs on the National Parking Platform, so RingGo, PayByPhone, JustPark, AppyParking and APCOA Connect all work in the same bay — you keep the account you already have instead of installing whichever provider the council happens to have contracted with. There is no clean air charge. Liverpool is not among the English cities operating a Clean Air Zone, so nothing is payable for driving in on emissions grounds. Two other things are worth knowing. Charges run seven days a week from 7am to 11pm, a long charging day by any standard. And Blue Badge holders park free of charge all day in the pay and display bays — a local concession, not a national right.

Other charges you can get in Liverpool

Not every notice you get is a parking ticket. These are issued under different powers, and some of them cost more.

Paying by phone

Liverpool City Council accepts RingGo, PayByPhone, JustPark, AppyParking and APCOA Connect. Check the sign in the bay for the location code before you start a session — it is the code, not the street name, that decides what you are charged.

On-street tariffs

AreaPer hourMaximum stayNotes
Inner Zone (city centre) £4.40 4 hours £2.30 for the first 30 minutes, £6.50 for two hours and £10.60 for four. Charges apply Monday to Sunday, 7am to 11pm. On some streets a five hour stay is allowed between 6pm and 7am for the same £10.60.
Outer Zone £3.40 4 hours £1.80 for the first 30 minutes, £5.40 for two hours and £8.50 for four. Same seven day, 7am to 11pm hours as the inner zone.

Who enforces, and where to appeal

Liverpool City Council enforces on-street parking, bus lanes and bus gates, and moving traffic contraventions. There is no clean air zone here, so there is no fourth kind of notice.

Liverpool is outside London, so appeals go to the Traffic Penalty Tribunal once the council has rejected your representations. You have 28 days to pay and 14 days for the half-price discount.

Common questions

How much is a parking ticket in Liverpool?
£70 at the higher level and £50 at the lower, halved to £35 and £25 if you pay within 14 days. That is Band 2, the higher of the two bands available to councils outside London,. Liverpool publishes these figures plainly, which not every council does.
Which parking app do I need?
Whichever one you already have. Liverpool runs on the National Parking Platform, so RingGo, PayByPhone, JustPark, AppyParking and APCOA Connect all work in the same bay. That is unusual: most councils contract with a single provider, and you have to use that one.
Is there a Clean Air Zone in Liverpool?
No. Liverpool is not among the English cities operating a Clean Air Zone, so there is nothing to pay on emissions grounds. Bristol, Birmingham, Bath, Bradford, Portsmouth, Sheffield and Tyneside do operate them — worth knowing if you are driving on from here.
Is parking free in the evening or on Sundays?
Not until 11pm, and not on Sundays. Charges run Monday to Sunday from 7am to 11pm in both zones, which is a longer charging week than most cities here. Free parking starts at 11pm.
Does my Blue Badge let me park free?
In the council's pay and display bays, yes, all day. That is Liverpool's own concession and it goes further than the national three hour rule on yellow lines. It does not apply to private car parks, and it does not override loading restrictions.
How much is a resident permit?
Liverpool does not publish permit prices. It lists resident, visitor and business permits and explains how to apply, but the cost is not on the website — you find out when you apply. We will not print a figure we cannot check.
What does the code on my ticket mean?
Liverpool does not publish its own list, but the codes are the national ones used by every authority in England and Wales outside London. PATROL publishes that list, and it tells you both what you are accused of and whether the charge is at the higher or lower level.
