Parking in Leeds

What a parking ticket costs in Leeds, what it costs to park, who enforces it and how to challenge one.

Leeds City CouncilWest YorkshireEngland

Leeds publishes its parking tariffs in unusual detail — dozens of zones, each with weekday, Saturday and Sunday rates and a separate evening price. It does not publish the one figure you want when a ticket is already under your wiper. The other thing to know is that Leeds has no clean air charge, and never had one. A charging Clean Air Zone was designed, funded and about to launch when a joint review with government concluded on 13 October 2020 that air pollution had already fallen below legal limits. The council's own summary: it achieved the aims of the zone “without having to charge a single vehicle”. That makes four different answers among the English cities here. Birmingham charges a penalty and a daily charge. Bristol charges daily to drive in. Manchester was told to build a zone and withdrew it. Leeds built one and stood it down because it was no longer needed.

Leeds publishes its parking zones as a long tariff list rather than as a count of controlled parking zones, so we do not state a total.

What a ticket costs in Leeds

Leeds does not publish the amount of a parking penalty charge. Its pages set out the 28 days to pay, the 50 per cent discount and the 14 or 21 day windows, but never the figure the discount applies to. The amount is on the notice itself.

Other charges you can get in Leeds

Not every notice you get is a parking ticket. These are issued under different powers, and some of them cost more.

Who enforces, and where to appeal

Leeds City Council enforces on-street parking, bus lanes, moving traffic contraventions and school street restrictions. There is no clean air charge to enforce.

Leeds is outside London, so appeals go to the Traffic Penalty Tribunal once the council has rejected your representations. You have 28 days to pay, and the discount window is 14 days — 21 if the notice came from the enforcement vehicle rather than an officer.

Common questions

How much is a parking ticket in Leeds?
We cannot tell you, because the council does not publish it. Leeds sets out the 28 days to pay, the 50 per cent discount and the 14 or 21 day windows without ever giving the figure the discount applies to. The amount is printed on your notice. We will not guess at it.
Is there a Clean Air Zone in Leeds?
No, and there never has been. A charging zone was designed and funded, then stood down on 13 October 2020 when a joint review with government found pollution had already dropped below legal limits. The council put it plainly: the aims were achieved without charging a single vehicle.
When is parking free in Leeds?
It depends which zone. Several outer zones — South Outer, South Central and North Outer, Dolly Lane and Gledhow Road, Leylands and Bowman Lane — are free all day on Sunday. The central zones charge on Sundays at a flat £2.50 for up to four hours. Evenings from 6pm to 10pm are a flat £3.70 in the central zones rather than free.
Why is a short stop so expensive in the centre?
Because the very central tariff is front-loaded. Twenty minutes costs £1.80 while the full two hours costs £6.00, so a quick errand costs more than three times as much per hour as staying the maximum. If you are stopping briefly, the outer zones at around £1 an hour are worth the walk.
How much is a resident permit?
Also unpublished. Leeds describes its resident, visitor, business and landlord permits without giving prices, so you have to apply to find out. That is two of the three numbers a resident most wants — the penalty and the permit — that this council keeps off its website.
