Parking in Glasgow

What a parking ticket costs in Glasgow, what it costs to park, who enforces it and how to challenge one.

Glasgow City CouncilGlasgow CityScotland

Glasgow sits under the Scottish regime, and almost nothing about it works the way England does. There are no national charge bands — each Scottish council sets its own level — and appeals do not go to an English tribunal. Three things make Glasgow expensive in ways drivers do not expect. On-street parking in the city centre is among the dearest in Britain. A resident permit is priced by your car's CO₂ emissions, so two neighbours on the same street pay different amounts for the same kerb. And the Low Emission Zone does charge: a non-compliant vehicle collects a penalty that doubles with each further breach inside 90 days. Pavement parking is enforced here, which is not true anywhere in England outside London. The council found that most Glasgow streets qualify for no exemption at all.

Glasgow publishes its parking zones individually and its pavement parking exemptions on an interactive map, without a total. We do not state a figure the council does not publish.

What a ticket costs in Glasgow

Glasgow City Council sets its own penalty charge, and Scotland has no national band system — so the amount here is not necessarily the amount in the next council's area.

Other charges you can get in Glasgow

Not every notice you get is a parking ticket. These are issued under different powers, and some of them cost more.

ChargeAmountIf paid earlyNotes
Low Emission Zone penalty, first breach £60 £30 Doubles with each further breach inside 90 days — £120, then £240 — and is capped at £480 for cars and light goods vehicles, or £960 for buses and heavy goods vehicles. Ninety clear days resets it to the base rate. This is a penalty for driving a non-compliant vehicle, not a charge to enter.
Resident permit, first vehicle — up to 50 g/km CO₂ £80 Annual. A quarterly permit is also available.
Resident permit, first vehicle — 51 to 150 g/km £150 Annual.
Resident permit, first vehicle — 151 to 190 g/km £170 Annual.
Resident permit, first vehicle — 191 to 225 g/km £195 Annual.
Resident permit, first vehicle — 226 g/km and above £220 Annual. Nearly three times the cheapest band for the same space.
Resident permit, second vehicle — up to 50 g/km CO₂ £205 Annual. A second permit costs more than double the first in every band, and rises to £345 in the top band.

Paying by phone

Glasgow City Council accepts RingGo. Check the sign in the bay for the location code before you start a session — it is the code, not the street name, that decides what you are charged.

Kelvingrove £4.80 2 hours
Park Circus long stay bays £4.80 10 hours The standard rate applies for the first three hours. After that the meter runs at the same £1.20 every four minutes instead of every fifteen, so a long stay costs far more than the hourly figure suggests.

Who enforces, and where to appeal

Glasgow City Council enforces on-street parking, the pavement parking prohibitions and the Low Emission Zone. All three produce notices called a PCN, and the amounts differ.

Scotland does not use the English tribunals. An appeal goes to the First-tier Tribunal for Scotland (General Regulatory Chamber), and only after you have made representations to the council and received a notice of rejection. The council's own pages still name the predecessor body in places — the functions transferred to the First-tier Tribunal in 2020.

Common questions

How much is a parking ticket in Glasgow?
£100, reduced to £50 if you pay within 14 days. There is no higher and lower level here and no national band: each Scottish council sets its own level, so the figure in Glasgow is not necessarily the figure in the next council's area — Edinburgh happens to have set the same £100, which is two councils making the same choice, not a national rule. If nothing is paid after a notice to owner, a charge certificate adds 50 per cent, taking it to £150.
Why does this page not list contravention codes?
Because Glasgow does not publish one and the English list does not apply. Contravention codes for Scottish councils come from each council's own decriminalised parking enforcement order rather than from a national list, so reproducing the English or London codes here would be inventing a source. The code on your notice is the council's — ask them what it means if the notice does not say.
Is the Low Emission Zone a charge to drive into Glasgow?
No, and this is the part most people get wrong. There is no entry charge. If your vehicle meets the emission standards you pay nothing at all. If it does not, you get a penalty of £60, halved to £30 within 14 days — and it doubles with each further breach inside 90 days, up to £480 for a car.
Why is my neighbour's resident permit cheaper than mine?
Because Glasgow prices permits by the vehicle's CO₂ emissions. The cheapest band is £80 a year and the dearest £220, for the same kerb. A second permit for the same household costs more than double the first in every band.
Can I park on the pavement in Glasgow?
No. Scotland prohibits pavement parking, double parking and parking at a dropped kerb, and Glasgow enforces all three at £100. The council says an initial assessment found no exemption applies on most Glasgow streets, and publishes the exceptions on a map. The statutory test is broader than the council’s description of what it targets, so do not rely on your judgement about whether pedestrians could get past.
Where does my appeal go?
To the First-tier Tribunal for Scotland (General Regulatory Chamber) — not to the Traffic Penalty Tribunal, which covers England outside London and Wales. You have to challenge the council first and be rejected before the tribunal will look at it. Note that you cannot pay and appeal: paying is treated as accepting the charge.
