Parking in Swansea

What a parking ticket costs in Swansea, what it costs to park, what a resident permit costs, who enforces it and how to challenge one.

Swansea CouncilSwanseaWales

A resident parking permit in Swansea costs nothing. Not reduced, not means-tested — the council's own wording is that permits are free and are there to let residents park near their property. There is a second free one on top: a resident saver permit, which gets any Swansea resident a discount in the council's car parks. The city centre tariff is almost as blunt: £1 for an hour, £2 for two, £3 for three, £4 for four — and £5 for up to twenty-four. Park for five hours or park overnight and it costs the same. Car parks out in the suburbs are free, and so is a marked motorcycle space. The ticket, if you get one, is ordinary. Swansea is a Band 2 authority, so £70 at the higher level and £50 at the lower, halved within 14 days. What is not ordinary is the rulebook underneath: Wales still has no pavement parking offence.

Swansea does not publish a count of residents' parking zones. You apply for a digital permit if there is a residents' bay in your street or a nearby one, so the question is your address rather than a zone number.

Paying by phone

Swansea Council accepts MiPermit. Check the sign in the bay for the location code before you start a session — it is the code, not the street name, that decides what you are charged.

On-street tariffs

City centre — the 1-2-3-4-5 tariff £1 24 hours £1 for up to one hour, £2 for two, £3 for three, £4 for four and £5 for up to twenty-four. Five hours and a full day cost the same. The council publishes this as the city-centre rate without splitting on-street from car park, so read the sign at the bay.

Resident permits

First vehicleFree

The council's wording is that parking permits are free. A separate resident saver permit is also free and gives any Swansea resident discounted parking in council car parks. The council does not publish a second-vehicle price, because there is no price to publish.

The codes you will see on a ticket here

  • Fabian Way — £1 · Same price and the same per-car rule.

Who enforces, and where to appeal

Swansea Council enforces parking through its own civil enforcement officers — yellow lines, parking bays, bus stops and the council's car parks. There is no clean air charge in the council's parking scheme: none of its published charges has an emissions element.

The Traffic Penalty Tribunal covers Wales as well as England outside London, so a Swansea appeal goes to the same tribunal as one from Liverpool or Manchester, and it operates in Welsh as well as English. Challenge the council first — only its rejection opens the tribunal.

Common questions

Is a resident parking permit really free in Swansea?
Yes. The council states that parking permits are free, and that they exist to let residents park near their property. There is also a resident saver permit, free as well, which gives Swansea residents a discount in the council's car parks — so a household can hold both without paying anything.
What does parking cost in Swansea city centre?
£1 for up to an hour, £2 for two hours, £3 for three, £4 for four, and £5 for up to twenty-four. The ladder is linear to four hours and then flat, which means a five-hour stay and an overnight stay cost the same £5. Car parks in the suburbs are free, and so are designated motorcycle spaces.
What does a parking ticket cost?
Swansea issues at Band 2 — £70 for a higher-rate contravention and £50 for a lower one, halved to £35 and £25 if you pay within 14 days. Leave it beyond 28 days and it rises by half again, to £105 or £75.
How much is park and ride?
£1 for the car for the whole day at either site, Landore or Fabian Way, and that covers up to four passengers — it is a price per car, not per person. For four people going into the city centre it is the cheapest way in by a distance.
Can I park with a wheel on the pavement in Swansea?
Wales has no pavement parking offence. The Welsh Government chose to give councils a civil obstruction power rather than impose a national ban, and we have not been able to confirm that those regulations are in force. That is not permission: the restriction on the street still applies — a yellow line is a yellow line — and the police can still act on a vehicle causing an obstruction.
Is there a clean air charge in Swansea?
Not in the council's parking scheme. None of Swansea's published parking charges is based on what the vehicle emits, and there is no emissions charge for driving into the city in the council's fees. Wales has a clean air zone framework, but we have not been able to confirm a charging zone in operation anywhere in the country, so we do not state one either way beyond what Swansea itself publishes.
Where do I appeal a Swansea parking ticket?
To the Traffic Penalty Tribunal, which covers Wales as well as England outside London — not a Welsh-only body. You have to challenge the council first; it is the council's notice of rejection that opens the tribunal. The tribunal operates in Welsh as well as English.
