Parking at London Luton Airport

What it costs to drop someone off, what the car parks charge, what catches people out and who issues a ticket and how to appeal at London Luton Airport.

LTNBedfordshireReviewed 9 September 2026

Luton charges £9 for the first twelve minutes in the Express Drop Off zone and £1 for every minute after that, up to a thirty-minute maximum — which works out at £27 if you use the full half hour. One price covers the airport, with no split by terminal, and picking up costs exactly the same as dropping off. Payment is online only and due by midnight the following day; there is no machine on the forecourt. The free alternative is the Long Stay car park, free for up to two hours, with a free bus from Bus Bay B every twenty minutes around the clock. Blue Badge holders get nothing on the forecourt, but the first thirty minutes are free in Terminal Car Park 1 if the ticket is validated.

Dropping someone off at London Luton Airport

Dropping off at the terminal costs £9 to £27.

How long you stayWhat it costs
Up to 12 minutes £9
Up to 30 minutes £27 £9 plus £1 for each of the eighteen minutes to the maximum. The airport publishes the per-minute rate rather than this total — the arithmetic is ours.

Luton publishes a single drop-off price for the airport, with no split by terminal.

The maximum stay is thirty minutes; using all of it costs £27. Stay past it and a £95 enforcement charge is payable, reduced to £55 if paid within 14 days — the airport says this is strictly enforced with mobile CCTV cameras. The zone is a cashless, barrier-free system: payment is online only and due by midnight the following day, and there is no machine on the forecourt. You must not leave the vehicle unattended at any time; unattended vehicles will be towed away and subject to a fine. Cars and minibuses up to 19 seats are allowed. Express Drop Off, postcode LU2 9QT, about a five-minute walk from the terminal, with two entrances. No concession applies in the zone itself: Blue Badge holders are directed to Terminal Car Park 1, levels 0 and 1, where the first thirty minutes are free provided the ticket is validated at the Priority Parking reception on level 2.

Free alternative: The Long Stay car park gives two hours free, with a free 24-hour shuttle from Bus Bay B every 20 minutes, a 10-minute ride. Postcode LU2 9NW. Three hours is £7.

Picking someone up

Collecting from the terminal costs £9 to £27.

Luton charges pick-ups on exactly the same scale as drop-offs — £9 for the first twelve minutes, then £1 a minute to the thirty-minute maximum. Past thirty minutes the same £95 enforcement charge applies, reduced to £55 within 14 days. Since an arriving passenger is the one you cannot hurry, the meter is running on the part of the trip you control least.

Free alternative: The Long Stay car park is free for up to two hours, with a free bus from Bus Bay B every twenty minutes, around the clock. Postcode LU2 9NW.

What catches people out at London Luton Airport

  • The meter starts at thirteen minutes — £9 covers the first twelve minutes. After that it is £1 for every further minute, up to the thirty-minute maximum — which works out at £27 if you use the full half hour. Twelve minutes is not long to unload a boot and say goodbye. source
  • Picking up costs the same as dropping off — There is no cheaper pick-up arrangement at Luton. The £9-for-twelve-minutes then £1-a-minute scale applies both ways. Meeting a passenger whose flight has landed but whose bags have not is the expensive version of the same visit — which is what the free two hours in Long Stay is for. source
  • There is no machine to pay at — The zone is cashless and barrier-free: payment for Express Drop Off is online only, and it is due by midnight the day after your visit. There is nothing to pay at on the forecourt and no ticket in your hand to remind you. The reminder arrives later, as a charge — and the airport says the thirty-minute limit is strictly enforced with mobile CCTV cameras. source
  • A Blue Badge is worth nothing on the forecourt — The Express Drop Off zone applies no concession to Blue Badge holders. The free half hour is in Terminal Car Park 1 instead, on levels 0 and 1 — and it only applies if the ticket is validated at the Priority Parking reception on level 2. Drive into the wrong one and there is no discount at all. source
  • £95 for one minute over the half hour — Standing past thirty minutes turns a metered visit into a £95 enforcement charge, reduced to £55 if paid within 14 days. At minute thirty the cost is £27; at minute thirty-one it is £95. source
  • Leaving the car is worse than overstaying — Luton is explicit that you must not leave your vehicle unattended at any time in the Drop Off and Pick Up Zone. Vehicles left unattended will be towed away and subject to a fine — a different and worse outcome than the £95 enforcement charge for staying too long. Walking your passenger to the door is not what this zone is for. source

If you get a ticket at London Luton Airport

London Luton Airport is private land. A notice issued here is a parking charge notice — a claim under the contract you accept by parking, not a fine issued by a council. Nobody at the airport has the power to fine you.

Because this is not a council notice, an appeal does not go to the Traffic Penalty Tribunal, which hears council penalty charge notices in England outside London, and Wales.

Enforcement is carried out by APCOA Parking on behalf of London Luton Airport Operations Limited.

The operator is a member of the British Parking Association (BPA), so an appeal it rejects goes to POPLA, Parking on Private Land Appeals. You do not choose which body hears it — the trade association decides that.

Enforcement charge — staying past the 30-minute maximum
The airport's own term is 'enforcement charge' rather than parking charge notice. It is tied specifically to overstaying 30 minutes. What happens if you leave in time but never pay the £9 is not published by the airport.

Challenge APCOA first; only its rejection opens the appeal to POPLA, because APCOA is a member of the British Parking Association's Approved Operator Scheme.

Common questions

How much is it to drop someone at Luton?
£9 for up to twelve minutes in the Express Drop Off zone, then £1 for each further minute, with a thirty-minute maximum. Using the whole half hour comes to £27. There is no free period.
Is there a free drop-off at Luton?
Yes — the Long Stay car park gives two hours free, with a free shuttle from Bus Bay B running 24 hours a day, every 20 minutes, taking about ten minutes to the terminal. The postcode is LU2 9NW. Three hours costs £7.
What does it cost to pick someone up?
The same as dropping off: £9 for up to twelve minutes, then £1 a minute to the thirty-minute maximum. If the flight is delayed or the bags are slow, the free two hours in Long Stay is the cheaper place to wait.
How do I pay, and by when?
Online only, by midnight the day after your visit. The zone is cashless and barrier-free, so there is no payment machine on the forecourt. The service is run by APCOA on the airport's behalf and the airport links to it from its own drop-off page.
What happens if I stay too long?
Past thirty minutes a £95 enforcement charge is payable, reduced to £55 if paid within 14 days. The airport ties this charge specifically to overstaying; it does not publish what follows if you leave within the time but never pay the drop-off charge itself.
Do Blue Badge holders get free drop-off at Luton?
Not in the Express Drop Off zone, which applies no concession. Blue Badge holders are directed to Terminal Car Park 1, levels 0 and 1, where the first 30 minutes are free — but the ticket has to be validated at the Priority Parking reception on level 2. After that it is £7.50 up to an hour, £19.50 up to three hours and £39 up to five.
Is a Luton charge the same as a council parking ticket?
No. The airport is private land, so this is a private parking charge under contract rather than a penalty charge notice from a council, and it does not go to the Traffic Penalty Tribunal. Challenge APCOA first; if it rejects you, the appeal goes to POPLA, because APCOA is in the British Parking Association's Approved Operator Scheme.
Can I get out of the car at Luton's drop-off zone?
Not to leave it. The airport states that vehicles must not be left unattended at any time in the Drop Off and Pick Up Zone, and that unattended vehicles will be towed away and subject to a fine. The zone takes cars and minibuses of up to 19 seats, and is about a five-minute walk from the terminal.
